Yet again, the Higher Education Ministry is announcing (previous announcement here) that good grades are not the only criterion for students to be awarded Jabatan Perkhidmatan Awam (JPA) scholarships.

They state again that a variety of factors were taken into account when JPA awarded its overseas scholarships to SPM leavers recently. Among the factors are strong participation in extra-curricular activities, socio-economic background and good academic results.

Of course, every secondary school student in Malaysia should know this by now. The question is: How far are these published critera adhered to when awarding JPA scholarships?
